ARTICLE VII – COMMITTEES
Section 1. There are hereby established the following Standing Committees of Neighborhood Planning Unit- R:
a) Executive Committee:
This committee shall consist of the officers of NPU-R, APAB delegate, committee chairs and presidents or designated representatives of each organized neighborhood or community association. The NPU-R shall empower the Executive Committee to act on its behalf when actions are required to be considered between meetings as noted under Article VI, MEETINGS: Sections 5B and 5C-Agenda Items-New Business and Voting on Special Matters. The Executive Committee shall meet monthly for the purpose of developing the NPU-R meeting agenda.
The Executive Committee is also charged with the responsibility for the development of a Strategic Operating Plan for NPU-R. The plan shall set forth the goals and objectives for NPU–R, along with implementation plans and strategies, which shall include, but not be limited to, the following: short-term goals, mid-range goals, and long-term goals. The Strategic Operating Plan shall be presented to the general body for approval.
b) Nominating Committee:
This committee shall consist of a minimum of three (3) eligible members of NPU-R. The Nominating Committee shall be appointed by the NPU-R Chairperson and approved by the membership at the September meeting and shall present to NPU-R in November a slate of candidates. Elections shall take place during the November meeting that may include nominations from the floor. No candidate for office shall serve on the nominating committee.
c) Bylaws Committee:
This committee shall consist of a minimum of three (3) eligible members of NPU-R. The Bylaws Committee shall be appointed by the NPU-R Chairperson and approved by the membership at the June meeting. The Committee shall be charged to prepare and present a preliminary report/revision of the By-laws in August with a final recommendation to be adopted at the September meeting.
c) {sic} Zoning, Land Use, Environmental Protection and Community Development:
This committee shall consider matters relating to housing, land use, pleasant and healthful environment, including but not limited to solid waste disposal, water and air pollution, noise abatement, sanitation and neighborhood development planning in NPU–R and shall make recommendations to the body.
d) Transportation and Utilities:
This committee shall consider matters relating to transportation and utility planning in NPU-R and shall make recommendations to the body.
e) Recreation:
This committee shall consider matters relating to adequate park facilities and recreational services and make recommendations to the body.
f) Public Safety:
This committee shall consider all matters relating to crime, crime prevention and planning for adequate police and fire protection in NPU- R and make recommendations to the body.
g) Community, Human and Economic Development:
This committee shall consider matters relating to health care, elderly care, education and day care, building and housing code enforcement, historic preservation, transportation and planning to promote economic development in NPU-R and make recommendations to the body.
